The Rural Broadband Initiative

The New Zealand Government is embarking on an investment program to upgrade and extend the reach of broadband services to those rural schools and communities where service is currently not available or where the service is deemed to be inadequate.

The Rural Broadband Initiative (RBI) complements the Government’s $1.5 billion Ultra-fast Broadband (UFB) Initiative that seeks to accelerate the roll out of ultra-fast broadband to 75 percent of New Zealanders. The RBI targets the remaining 25 percent of New Zealanders.


The Rural Broadband Initiative RFP seeks a telecommunications infrastructure business to deliver the following broadband service objectives in the Telecom Zone 4 area:

(a) Improve coverage of fast broadband services so that 80 percent of Zone 4 households and enterprises are able to access broadband services of 5 Mbps or better;

(b) Connect 93 percent of Zone 4 schools to fibre (including all District and Area Schools) enabling speeds of at least 100 Mbps; and

(c) Provide Priority Users with access to fibre based broadband services.

General Information The Ministry of Education wishes to give advance notice to potential respondents that it proposes to issue a Request for Information about the provision of a Managed Ultra-fast Broadband Network and Managed Network Services for schools.

The Request for Information is expected to be published on Monday 22 November 2010 in connection with the Ministry?s Ultra-fast Broadband in Schools (UFBiS) Program.

To avoid any doubt, in issuing this advance notice, the Ministry is not undertaking any procurement of goods or services at this stage, nor is it seeking any response to this advance notice.
